Principal Consultant - Kourtney E. Balfour
Education: Bachelors of Business Administration, Management Texas Southern University, Houston, Texas.
Kourtney has worked with the City of Houston, Housing and Community Development Department for over 5 years, where she was a Senior Compliance Officer and consulted with more than 300 property owners, developers, general contractors, and subcontractors in all aspects of Federal Labor Standards (Davis Bacon Act) and the HUD Section 3 program. The projects range in value from up to over $100M in certified funds per project. Also, in this role, she was directly responsible for the investigation of compliance with all sections of contractual agreements according to regulations established by federal and state codes.
In this role, Kourtney is also responsible for the introduction and implementation of all basic rules, regulations, policies, and procedures for several clients in day-to-day department operations (listed on the Services page).
